It is very common here. On a lot of newer developments the waterproofing is a single thin membrane layer, the falls to the drainage outlets are too shallow, and details around parapets and pipe penetrations are rushed. It survives the first couple of winters and then fails. The fix is to correct the falls and lay a properly detailed membrane system, not to patch the leak.

Late spring through to early autumn. The surface has to be genuinely dry before a membrane goes down, so work booked once the winter rains have started often has to wait. If you have a leak, the sensible time to deal with it is during the dry months, before the rains return in the autumn.
